US and Poland sign defence deal

Poland has signed a preliminary deal with the US on plans to host part of its new missile defence shield.

Under the agreement, the US will install 10 interceptor missiles at a base on the Baltic coast in return for help strengthening Polish air defences.

The US says the system will protect itself and Europe against long range missile attacks by “rogue states”.

Correspondents say the deal is expected to heighten tension between the US and Russia, already strained over Georgia.

Moscow has said the project will upset the military balance in Europe and has warned it will be forced but to redirect its missiles at Poland.

However, Polish Foreign Minister Radoslaw Sikorski told the BBC’s World Tonight programme that the timing of the deal had nothing to do with the hostilities.

“We agreed this negotiating phase a week ago, which was… before the events in Georgia, and because of the US calendar there was some urgency,” he said.

“But, what is crucial, and what decided the success of the talks over the last couple of days, was that the US offered us new proposals.”

Unlike the US, Poland sees Russia as a bigger threat to its security than so-called rogue states such as Iran, the BBC’s Adam Easton in Warsaw says.

Russian Foreign Minister Sergei Lavrov is reported to have cancelled a scheduled visit to Poland shortly after the deal was announced.

Polish Prime Minister Donald Tusk announced the agreement on national television shortly before it was signed by Deputy Foreign Minister Andrzej Kremer and US chief negotiator John Rood.

Mr Tusk said Washington had agreed to meet Warsaw’s main demands in exchange for hosting the 10 interceptor missiles in a former military base near Poland’s Baltic Sea coast.

In return, the US had agreed to help modernise the Polish armed forces and locate Patriot missiles and a garrison of US servicemen in Poland to beef up its air defences, Mr Tusk said.

Poland is reported to have demanded the extra security help as part of the deal after Moscow threatened to target its missiles at any eventual bases.

A White House spokeswoman said US President George W Bush “was very pleased with this development”.

“In no way is the president’s plan for missile defense aimed at Russia. In fact, it’s just not even logically possible for it to be aimed at Russia given how Russia could overwhelm it,” she told AFP.

The US signed an agreement with the Czech Republic in July to base tracking radars there as part of the missile defence system.

The US wants the sites to be in operation by about 2012.

Mbeki arrives in Harare for talks

South African President Thabo Mbeki has arrived in Harare for talks with his Zimbabwean counterpart, Robert Mugabe, and the opposition’s Morgan Tsvangirai.

Mr Mbeki has been mediating between the two sides which have been holding talks in South Africa for more than a week.

Despite a news blackout imposed on the discussions, reports suggest a power-sharing deal may be close.

Zimbabwean government spokesman George Charamba said a “milestone” had been reached but did not elaborate.

He told state media that Mr Mbeki was “going to meet the principals, basically to update them on the progress so far and to consult on how to take the dialogue forward.

“This is an important milestone that has been registered in the interparty dialogue,” he added.

Mr Mugabe won a run-off in June after Mr Tsvangirai pulled out of the race alleging violence against his backers.

South African mediators say that talks are aimed at creating some form of coalition but there is disagreement over who would lead a unity government and over Mr Mugabe’s exact role.

Mr Mbeki is expected to return to South Africa on Sunday afternoon.

Summit threat

South Africa’s media report that the power-sharing deal would see Mr Mugabe retaining the presidency and Mr Tsvangirai becoming prime minister with executive powers.

However, there has been no official comment on these reports, apart from statements from all sides that the talks have been progressing well.

Mr Mbeki is under pressure to produce a solid outcome ahead of a mid-August summit of the Southern African Development Community, or Sadc.

Hundreds of thousands of Zimbabweans have fled the country’s worsening political and economic situation, many crossing over the borders into neighbouring states of South Africa, Zambia and Botswana.

Botswana’s foreign minister suggested on Friday that Mr Mugabe should be barred from the Sadc summit.

“The legal process of producing a government in Zimbabwe has failed … those who claim to represent a government in Zimbabwe … should be excluded from attending Sadc and African Union meetings as their participation in these meetings would be equal to giving them unqualified legitimacy,” Phandu Skelemani said.

Somalia ‘threatens’ Kenya peace

Kenya’s struggle with terrorism will continue as long as neighbouring Somalia remains lawless, the prime minister has said.

Kenya and Tanzania are marking the 10th anniversary of the US embassy bombings in Nairobi and Dar es Salaam.

Prime Minister Raila Odinga joined relatives and survivors at the site of the attack in Nairobi, which is now a memorial garden.

More than 220 people died in the first major al-Qaeda attack on US targets.

“A lawless Somalia threatens Kenya’s security,” Mr Odinga said during the commemoration ceremony.

“We need to build a new strategic engagement with popular voices in Somalia.”

He said the bombing ended country’s innocence about the brutality of terrorism.

The ceremonies come days after Kenyan police narrowly failed to arrest the suspected mastermind of the bombings, Fazul Abdullah Mohammed.

Vigilance

Mr Odinga said the failure to apprehend Mr Mohammed reminded Kenyans that “we have terrorists in our midst still planning awful deeds”.

“We must therefore never relax our vigilance against these extremists. Let me assure Kenyans that this government will do everything possible to prevent us from ever again being attacked,” Mr Odinga said.

Sunday’s botched operation to arrest Mr Mohammed has raised questions in Kenya about whether the government is doing enough to protect its citizens from the threat of terrorism.

The police have intensified their manhunt for the fugitive in the coastal city of Mombasa, and security along the country’s borders has been tightened.

The country’s sizeable Muslim community has complained that the “war on terror” is being used to victimise Muslims.

But the prime minister denied claims that the community was being used as a scapegoat, saying Islam was a religion of peace.

Crown comedy isfast-paced and fun

Crown Uptown’s “Caught in the Net” is a good old-fashioned farce full of mistaken identities, escalating silliness, chasing around and door-slamming.

As directed by Kathryn Page Hauptman, this comedy by Ray Cooney is a fast-paced, practically breathless romp with lots of guffaws plus some giggles sparked by subtle body language.

Opening night suffered some minor miscues, notably phone rings that couldn’t keep up with the on-stage action. And there were a few lines that got tangled in the frantic pacing because comic adrenaline was running high.

Navy sub leaked radioactive water

WASHINGTON (CNN) — Water with trace amounts of radioactivity may have leaked for months from a U.S. Navy nuclear-powered submarine as it traveled around the Pacific to ports in Guam, Japan and Hawaii, Navy officials told CNN on Friday.

The leak was found on the USS Houston, a Los Angeles-class fast attack submarine, after it went to Hawaii for routine maintenance last month, Navy officials said.

Navy officials said the amount of radiation leaked into the water was virtually undetectable. But the Navy alerted the Japanese government because the submarine had been docked in Japan.

The problem was discovered last month when a build-up of leaking water popped a covered valve and poured onto a sailor’s leg while the submarine was in dry dock.

An investigation found a valve was slowly dripping water from the sub’s nuclear power plant. The water had not been in direct contact with the nuclear reactor, Navy officials said.

Officials with knowledge of the incident could not quantify the amount of radiation leaked but insisted it was "negligible" and an "extremely low level." The total amount leaked while the sub was in port in Guam, Japan and Hawaii was less than a half of a microcurie (0.0000005 curies), or less than what is found in a 50-pound bag of lawn and garden fertilizer, the officials said.

The sailor who was doused, a Houston crew member, tested negative for radiation from the water, according to Navy officials.

Since March, the Houston had crisscrossed the western Pacific, spending a week in Japan and several weeks in both Guam and Hawaii, Navy officials said.

The Navy on Friday notified the Japanese government of the leak, the officials said, and told them it was possible the ship had been leaking while in port in Sasebo, Japan, in March.

While Japan has agreed to allow U.S. nuclear-powered ships in Japanese ports, the decision was a not popular in Japan.

The Houston incident comes at a time when the Navy is trying to smooth over a problem with a nuclear-powered aircraft carrier.

The USS George Washington was due to replace the aging, conventionally powered USS Kitty Hawk this summer as the United States’ sole carrier based in Japan.

While en route to Japan this May, a massive fire broke out on the George Washington, causing $70 million in damage. The fire was blamed on crew members smoking near improperly stored flammable materials.

There was no damage or threat to the nuclear reactor, but the ship was diverted to San Diego, California, for repairs. It now is expected to arrive in Japan at the end of September.
